To deter fraud and prevent forgery. Having a notary serve as a witness ensures that the signers of a document are who they say they are and that they signed the document willingly and knowingly. Notarization DOES NOT guarantee that the information on a document is accurate or legal.
An identification card or another form of government-issued identification that is current or that has expired for no more than a year. The ID must also contain the signer's photograph and the signer's signature. Copies of IDs are not an acceptable form of identification.
The notary has the provision of some discretion to accept forms of identification, such as jail IDs issued by counties and other types of ID issued by foreign governments, but only if the notary is satisfied that the ID is legitimate and properly identifies the individual.
A notary may identify an individual through the sworn statement of a credible witness. The witness must provide a verification on oath or affirmation as to the person's identity. In addition, the witness can be identified by the notary either through personal knowledge OR on the basis of a passport, driver's license, or government-issued non-driver identification card that is current or expired not more than one year.
